Starting a Business in Finland

With access to government funding and services, plus a broad array of accelerators, incubators, and venture capital funds, the opportunities are endless.

Eligibility Requirements for the Startup Permit


To qualify for the Finnish Startup Permit, your business and team must meet several key criteria. Here’s what you need:

To be eligible to apply for the Startup Permit, you need:

Core Team:

A startup team with at least two founders possessing diverse expertise, both of whom plan to relocate to Finland.

Financial Resources:

Sufficient resources and funding for the company’s early development, along with secure financial means for personal support.

Business Plan:​

Your startup must have an innovative and well-thought out business plan. 

Significant Holding:

The founders must collectively own at least 60% of the company. 

Growth Ambition:

A clear intention to establish a high-growth company in Finland.

Full-Time Commitment:

A commitment to working full-time at the company.

Please note that the following business ideas ARE NOT ELIGIBLE FOR THE STARTUP PERMIT

  • A business without an innovative competitive advantage, such as restaurants, consultancies, import and distribution businesses, and other service businesses.

  • A Finnish subsidiary or a branch office of a foreign enterprise.

  • A company aimed solely at Finnish markets

Follow these simple steps to launch a business in Finland:


STEP 1:

Apply for an Eligibility Statement from Business Finland

Submit an Eligibility Statement application to Business Finland via the Enter Finland Platform, including passport copies and CVs for all team members.


STEP 2:

Apply for a Residence Permit

Once approved, each team member applies for a residence permit through the Enter Finland Platform, using the Eligibility Statement shared by the main contact.


STEP 3:

Register Your Company in Finland

Once your company is officially registered in Finland, you can take advantage of a wide array of services and resources.


STEP 4:

Renew Your Startup Permit

Apply for a renewal of your residence permit through the Finnish Immigration Service before it expires.
